Specialist inspection detects an active blocker
A clean history doesn't prove a device isn't fitted today. A specialist examines the vehicle on-site and checks for a mileage blocker fitted right now, the only check that can defensibly state no active device is fitted.

The boundary, made explicit
A desk check can never state that no blocker is fitted, only that the records show no evidence of tampering. A “no active device” statement requires a physical inspection; a “no historic signs” statement requires the deeper forensic inspection. Every certificate stays inside these limits.
